Notice on Airline Boarding Requirement for Certificates of Negative Nucleic Acid and Serology Tests Results(updated on 15 August 2021)

Guide System for Pre-departure Health Code Application

 

In order to reduce cross-border transmission of Covid-19, starting from 8 November,2020, all Chinese and foreign passengers (including the Fast Lane passengers) flying from Singapore to China will be required to take nucleic acid and serology(which shall use venous blood method)tests within 2 days before boarding(If the departure date is 3 January, the test can be taken on 1 January at the earliest, and the sampling date shall prevail.) Chinese passengers shall upload test memos,vaccination certificates and tickets etc. via WeChat App (see Annex 1) to apply for a green health code with the "HS" mark and foreign passengers shall apply for green health declaration code with the "HDC" mark via https://hrhk.cs.mfa.gov.cn/H5/.(Hereinafter referred to as Health Code)

1. Requirements of the pre-departure tests

1.1 The unvaccinated passengers and those vaccinated with inactivated COVID-19 vaccines,eg. Sinovac and Sinopharm shall take the nucleic acid (PCR) and IgM antibody test. The Embassy will review and approve the health codes according to the test results and vaccination certificates.

The completion of two or three doses of vaccines are required since those have received incomplete doses of vaccines will be regarded as the unvaccinated.

1.2 The passengers vaccinated with non-inactivated COVID-19 vaccines,eg. Pfizer-BioNTech/Comirnaty, Modena, Convidecia and Zhifei Longcom vaccines shall take the nucleic acid (PCR) and total (IgM+IgG) antibody against N protein (hereinafter referred to as "PCR and N protein antibody tests"). IgM antibody test is not required any more. Passengers are eligible to apply for health codes if tested negative for PCR and N protein antibody test.

For passengers vaccinated with such one-dose vaccine as Convidecia shall take the nucleic acid (PCR) and N protein antibody test after 14 days of vaccination. For example, if passengers have been vaccinated with Convidecia vaccine on 1 August, they can take the PCR and N protein antibody tests on 15 August.

1.3 No matter what tests passengers take, they shall upload the test memos with verifiable QR codes.(see Annex 2)

1.4 Those who have been vaccinated after recovery from COVID-19 are kindly requested to report to the Embassy and follow the procedures as guided.

2. Requirements of vaccination certificate

2.1 In principle, passengers can take direct flights to China if they have been fully vaccinated for 14 days. For example, if passengers have completed the final dose of vaccination on 1 September, they can take the flights on 15 September to China at the earliest.

2.2 For those vaccinated in China, they shall upload the screenshots of printed or electronic vaccination certificates issued by the vaccination agencies, which includes such information as name of person, vaccine brand and place of vaccination together with Letter of Commitment on COVID-19 Vaccination.

2.3 For those vaccinated with inactivated COVID-19 vaccines,eg. Sinovac in Singapore shall upload the vaccination certificates via Health hub (see Annex 4) and Letter of Commitment on COVID-19 Vaccination.

2.4 For those vaccinated with non-inactivated COVID-19 vaccines,eg. Pfizer-BioNTech/Comirnaty, Modena in Singapore shall upload the vaccination certificates with verifiable QR codes (see Annex 5).  Since it will take a certain period of time to apply for the certificates (14 days for now) after registering for Sing Pass, please plan your itinerary to China accordingly.

2.5 For passengers who have been vaccinated in Singapore and cannot apply for the vaccination certificate with verifiable QR code ,or vaccinated with Sinovac and can't apply for the vaccination certificate via Healthhub, since they fail to register for Singpass accounts due to such objective reasons as holding short-term visa or cancelled long-term pass, they can upload vaccination certificate issued by MOH or Clinics, Letter of Commitment on COVID-19 Vaccination and Explanation for Vaccination Certificate(see Annex 6)

2.6 For those who have been vaccinated in countries or regions other than China and Singapore, please follow the above-mentioned requirements for testing and provide vaccination certificates. For specific requirements of vaccination certificates, please refer to the official websites of the Chinese Embassy or Consulate General in the place of vaccination. Those who providing the unidentified or unverifiable vaccination certificates will be regarded as the unvaccinated.

2.7 Please complete the vaccine doses as required and keep the vaccination certificate prior to cross-border travel. 3. Requirement of itinerary and proof of residential status

3.1 Long-term residents in Singapore shall upload the long-term pass (or the long-term pass ID number shown on the standardized test certificate), or special pass upon cancellation of the long-term pass and paid ticket of direct flight from Singapore to China (such personal particulars as name must be shown in the ticket).

3.2 Short-term visitors to Singapore from Chinese mainland shall upload the tickets or boarding passes from the Chinese mainland to Singapore or the extension of short-term visit visa approved by the ICA (has stayed in Singapore for more than 1 month) and paid ticket of direct flight from Singapore to China (such personal particulars as name must be shown in the ticket).

3.3 Chinese Seafarers back to China after disembarking in Singapore due to expiration of the contract etc. shall upload Seafarer's passport and paid ticket of direct flight from Singapore to China (such personal particulars as name must be shown in the ticket).

3.4 Short-term visitors to Singapore from other countries or regions (only for passengers from countries or regions that have no direct flights to Chinese mainland and who have been approved by the Chinese Embassy or Consulate General where they reside for transiting to China via Singapore, including those who transfer to China after entering Singapore) shall upload the health code issued by the Chinese Embassy or Consulate General where they reside and paid ticket of direct flight from Singapore to China (such personal particulars as name must be shown in the ticket)

4. Testing agencies

The hospitals and clinics of Raffles Medical Group or Parkway Pantai Ltd provide test for serology total antibody N protein. Passengers can make enquiry and appointment with the above-mentioned testing agencies.

The Embassy will continue to update the name list of testing agencies that can provide test for serology total antibody N protein.

According to the notice of Ministry of Health and Ministry of Manpower in Singapore, enterprises or individuals (including travelers to China) can make an appointment for pre-departure test with the clinics and testing institutions approved by the government, without obtaining the government's approval in advance. In light of this, the Embassy will no longer issue the Letter of Assistance for pre-departure test to Fast Lane travellers, who can choose the testing agencies accordingly. 

5.     Inspection requirements

Passengers will receive the green Health Code upon the approval of the Chinese Embassy in Singapore and are eligible to take the flight within the validity period of the health code.

Passengers to China shall take the printed PCR and Serology test memos and vaccination certificates(if applicable) with them for further inspection by the airlines staff during check-in, together with the green health code issued by the Embassy. Those who do not meet the requirements are not allowed for boarding.

6.     Reminders

6.1 Please read this notice carefully and follow the requirements accordingly. If you cannot provide the required documents or do not obtain valid green health code before boarding, it means that you do not meet the requirements for boarding, and you need to arrange or adjust your itinerary accordingly. If the sampling dates of the two test reports issued by the testing agency are inconsistent, the earlier one shall prevail.

6.2 From 25 February, 2021, the Chinese Embassy will no longer issue green health codes to transit passengers from the countries or regions that have direct flights to Chinese mainland(including those who transfer to China or third countries or regions after entering Singapore).For passengers from countries or regions that have no direct flights to China mainland, they must follow the principle of "one transit only" and need to first apply for the health codes at the Chinese Embassy or Consulate General where they reside. Before taking the transit flights to Chinese mainland from Singapore, they must apply for the health codes at the Chinese Embassy in Singapore by uploading the screenshot of health code issued by the Chinese Embassy or Consulate General in the place of their departure, together with certificates issued by the testing agencies in Singapore. For passengers who failed to obtain the health code at the place of their original departure or acquired the health codes by forged itinerary, the Chinese Embassy in Singapore will not issue the health codes.

6.3 Passengers taking temporary flights or charter flights to China must take the nucleic acid and serology tests twice at different testing institutions within 3 days before boarding. Meanwhile, the second nucleic acid and serology tests must be completed within 36 hours before boarding.

6.4 Those with the history of COVID-19 infection and positive test result without vaccination shall report to the Embassy in advance. Only after completing the relevant procedures and approved by the Embassy are the relevant personnel eligible to apply for the health code.

The history of COVID-19 infection refers to those who have been diagnosed with COVID-19(including the vaccinated after recovery). The  history of positive test result without vaccination refers to those who have not been vaccinated while tested positive for nucleic acid or serology (including IgM or IgG) testing. It also includes those tested positive for nucleic acid or N protein testing after vaccinated with non-inactivated vaccines (such as Pfizer-BioNTech/Comirnaty, Modena COVID-19 vaccines, etc.).

The completion of two or three doses of vaccines are required since those have received incomplete doses of vaccines will be regarded as the unvaccinated.

The above-mentioned are kindly requested to report to the Embassy in advance via telephone, WeChat official account, etc., and follow the relevant procedures under the guidance of the Embassy staff. The procedures normally includes two nucleic acid tests at intervals of more than one day, one chest X-ray, which all tested negative or normal plus 14 days of health monitoring. Upon confirmation by the Embassy, passengers are eligible to apply for health codes with the required results of nucleic acid and serology tests. The Embassy may also request additional procedures according to the specific circumstances (such as the recovery time)of the person concerned.

The Chinese Embassy hereby kindly reminds passengers to China to make appointments for testing in accordance with your schedule. After obtaining the test certificates, passengers should check the details and format of the certificates, and promptly submit the application for health codes (it may take up to 12 hours to complete the approval). To avoid the delay of the trip or legal liabilities incurred, passengers shall make truthful statements while applying for the health code.
