Notice on Airline Boarding Requirement for Certificates of Negative Nucleic Acid and IgM Anti-Body Tests Results(updated on 1 March 2021)

In order to reduce cross-border transmission of Covid-19, starting from 8, November,2020, all Chinese and foreign passengers (including the Fast Lane passengers) who are to fly from Singapore to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark or a green health declaration code with the "HDC" mark before boarding the flight. The specific requirement are as follows:

Ⅰ.Test Requirements

1. Passengers going to China via directly flights must take nucleic acid and IgM anti-body tests within 2 days before boarding. They must take the tests at the medical institution and than apply at the Chinese Embassy for a green health code with the "HS" mark or a green health declaration code with the "HDC" mark with certificates of negative results of both tests. For instance, passengers must take the nucleic acid and IgM antibody tests no earlier than 6 November if they are going to take the flights to China on 8 November.

2. For passengers flying to China mainland for essential reasons, please take local direct flights rather than transit flights via a third country or region. The Chinese Embassy and Consulate will no longer issue green health codes to transit passengers(passengers from the countries or regions that have no direct flights to China mainland are excluded ).For passengers from countries or regions that have no direct flights to China mainland, they must follow the principle of "one transit only" and need to first apply for the health codes at the Chinese Embassy and Consulate where they reside. Before taking the transit flights to China mainland in Singapore, they must apply for the health codes at the Chinese Embassy in Singapore by uploading the screenshot of health code or certified health declaration code issued by the Chinese Embassy or Consulate in the place of their departure, together with certificates issued by the testing institutions in Singapore. For passengers who failed to obtain the health code or certified health declaration code at the place of their original departure or acquired the health codes by forged itinerary, the Chinese Embassy in Singapore will not issue the health codes.

Ⅱ.Chinese Passengers Applying for Green Health Code with the "HS" Mark

Chinese passengers must upload to the WeChat Health Code app photos of their negative nucleic acid and IgM anti-body tests results, which will then be examined and verified by the Chinese Embassy. Upon approval, they will get the green health code with the "HS" mark. Passengers must present the green code within its validity period to the airlines flying directly to China before boarding. Please take your flights within the validity period of the health code, and follow the procedures for inspection by relevant airlines during boarding.

Ⅲ.Foreign Passengers Applying for Green Health Declaration Code with the "HDC" Mark

Foreign passengers must upload photos of their negative nucleic acid and IgM anti-body tests results the Online Health Declaration Code Application System (https://hrhk.cs.mfa.gov.cn/H5/ )for examination and verification by the Chinese Embassy. Upon approval, they will get a green certified Health Declaration code with the "HDC" mark. Passengers must present the code within its validity period to the airlines flying directly to China before boarding the flight.  Passengers are advised to print the form out and bring the form with them to the airport.

Ⅳ.Reminder

1.Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" mark or the green health declaration code with the "HDC" mark with negative nucleic acid and IgM anti-body tests results means you are not qualified for boarding the flight to China and will have to change your itinerary.

2.Passengers taking temporary flights or charter flights to China must take the nucleic acid and IgM antibody tests twice at different testing institutions within 3 days before boarding. Meanwhile, the second nucleic acid and IgM antibody tests must be completed within 36 hours before boarding.

3.About test institutions. According to the notice of  Ministry of Health and Ministry of Manpower in Singapore, from December 1, enterprises or individuals (including travelers to China) can make an appointment for nucleic acid test with the clinics and testing institutions approved by the government, without obtaining the government's approval in advance. 4.all passengers flying to China who have received COVID-19 vaccination must upload the following documents to apply for green health codes or certified health declaration codes: vaccination certificates(including such details as name, product name/manufacturer, date of vaccination and issuance institution), negative nucleic acid and IgM anti-body test memo.The health codes or the certified health declaration codes will be issued after the verification and consideration of the submitted documents.

5.The negative certificate of Nucleic Acid and IgM Anti-Body Tests  submitted by the passenger flying to China must have the signature of the doctor or the seal of the test institution.
