Notice on Adjusting the Requirements for Pre-departure Testing to China

To further secure cross-border travel and standardize the pre-departure health code application for passengers to China, the relevant adjustments are hereby notified by the Chinese Embassy as follows:  

1. Further standardize the test certificates. Passengers flying from Singapore to China on and after 27 July(Tuesday) shall upload nucleic acid and IgM anti-body test certificates with verifiable QR code in advance to apply for health codes (see Annex 1).

2. Adjust and standardize the test and vaccination certificates of the vaccinated of COVID-19 vaccines.

2.1 Relevant requirements for passengers vaccinated with non-inactivated COVID-19 vaccines,eg. Pfizer-BioNTech/Comirnaty and Modena vaccines in Singapore and taking direct flights to China on and after 17 August (Tuesday):

a. Take the nucleic acid (PCR) and total serology antibody against N protein (hereinafter referred to as "PCR and N protein antibody tests") within 2 days before departure. IgM antibody test is not required any more. Passengers are eligible to apply for health codes if tested negative for PCR and N protein antibody testing. The format of the test certificate is attached as follows(see Annex 2). For name list of N protein antibody testing agencies, please refer to the attached FAQs on Pre-departure Tests and Health Code Application.

b. Upload the vaccination certificate with verifiable QR code (see Annex 3, and refer to the attached FAQs on Pre-departure Tests and Health Code Application for application procedures). Since it will take a certain period of time to apply for the certificate (14 days for now), please plan your itinerary to China accordingly.

For those who have been vaccinated in countries or regions other than China and Singapore, please follow the above-mentioned requirements for testing and provide vaccination certificates. For specific requirements of vaccination certificates, please refer to the official websites of the Chinese Embassy and Consulate General in the place of vaccination. Those who providing the unidentified or unverifiable vaccination certificates will be regarded as the unvaccinated.

2.2 Relevant requirements for passengers vaccinated with inactivated COVID-19 vaccines,eg. Sinovac and Sinopharm, and taking direct flights to China on or after 27 July (Tuesday):

a. If passengers have been vaccinated with inactivated vaccines in Singapore, please upload the vaccination records generated via the Health Hub (personal particulars and vaccination information shall be indicated in the records, please see Annex 4 and refer to the attached FAQs on Pre-departure Tests and Health Code Application for inquiry methods). Once the vaccination information is uploaded to the relevant program, the vaccination record can be accessed in the Health Hub. If passengers have been vaccinated with inactivated vaccines in China or other countries or regions, please continue to upload vaccination certificates indicating such information as the name of person, vaccine brand and place of vaccination.

b. Fill in and upload Letter of Commitment on COVID-19 Vaccination(see Annex 5).

c. In principle, passengers can take flights on or after 17 August (Tuesday) to China,providing that they have been fully vaccinated for 14 days. For example, if passengers have completed the second dose of vaccination on 1 September , they can take the flights on 15 September  to China at the earliest.

3.   The transition period

A transition period is offered regarding the above-mentioned requirements from the date of notice to the date of implementation. Within the transition period, passengers to China can take the pre-departure tests and submit the corresponding documents in accordance with the latest or previous requirements. After the transition period is over, the latest requirements will be strictly implemented.

4. Other requirements regarding the nucleic acid and serology tests  remain unchanged. Passengers to China are kindly advised to refer to the relevant requirements at http://www.chinaembassy.org.sg/chn/lsfw/26511/, plan the itinerary accordingly, take the tests and upload the required documents. FAQs on Pre-departure Tests and Health Code Application

1. How to verify nucleic acid and IgM antibody test certificates in Singapore?

There are two ways to verify the certificates in Singapore.

(a) Entrust the clinic with verification. While taking nucleic acid and serology IgM antibody tests at the clinic, you could entrust the clinic with the verification, and ask it to send the standardized test certificates with verifiable QR code to you via e-mail, or directly ask for the hard copies. It is recommended to obtain the printed certificates, take photos, upload the required documents to apply for health code, and bring them with you for pre-departure inspection by the airline staff.

(b) Self-help verification. Log in to https://www.notarise.gov.sg, select Pre-departure Test Certificate, fill in the name and email address, upload the test report and submit as required, and then await the email notification.

 

2. How to verify the vaccination certificate in Singapore? What about the precautions?

(a)Log in to https://www.notarise.gov.sg, select Vaccination Certificate and log in with Singpass account.

(b) Fill in the email and complete the verification.

(3) Fill in personal particulars as required.

(4) Submit and await email notification.

For self-help verification, you need to register a Singpass account in advance. Website: www.singpass.gov.sg/singpass/register/instructions.

In addition, it will take 14 days after the second dose of vaccination to obtain the vaccination certificate.

 

3. How to download Sinovac COVID-19 vaccination report via Health Hub?

(a) Log in to https://www.healthhub.sg/. 

(b) Select Vaccination Records and log in with the Singpass account.

(c) Check and download the Sinovac COVID-19 vaccination report.

 

4. Which testing agencies provide testing for serology total antibody N protein?

The hospitals and clinics of Raffles Medical Group or Parkway Pantai Ltd provide test for serology total antibody N protein. Passengers can make enquiry and appointment with the above-mentioned testing agencies.

The Embassy will continue to update the name list of testing agencies that can provide test for serology total antibody N protein.

 

5. If the test certificate and vaccine certificate in the verification system are too long to be completely saved in one photo, what should I do?

Before boarding, passengers to China shall present the green health codes issued by the Embassy to the airline staff, together with the printed test memos and vaccination certificates (applicable to the vaccinated). Passengers are kindly advised to print all the required documents in advance and carry them with you for further inspection by the airline staff. It is also convenient for you to take photos or scanning for uploading to apply for health codes. If you have to choose the screenshot of required documents via the mobile phone, please refer to the following procedures:

 

The test certificate can be uploaded in two photos at most, and the personal particulars and test results shall be displayed in the same photo. The QR code shall be complete and verifiable by scanning as shown below:

6. What is the history of COVID-19 infection and positive test result without vaccination? What procedures need to follow?

The history of COVID-19 infection refers to those who have been diagnosed with COVID-19(including the vaccinated after recovery). The  history of positive test result without vaccination refers to those who have not been vaccinated while tested positive for nucleic acid or serology (including IgM or IgG) testing. It also includes those tested positive for nucleic acid or serology N protein testing after vaccinated with non-inactivated vaccines (such as Pfizer-BioNTech/Comirnaty, Modena COVID-19 vaccines, etc.). The completion of two doses of vaccines are required since the person with only one-dose vaccination will be regarded as the unvaccinated.

The above-mentioned are kindly requested to report to the Embassy in advance via telephone, WeChat official account, etc., and follow the relevant procedures under the guidance of the Embassy staff. The procedures normally includes two nucleic acid tests at intervals of more than one day, one chest X-ray, which all tested negative or normal plus14 days of health monitoring.Upon confirmation by the Embassy, passengers are eligible to apply for health codes with the negative results of nucleic acid and serology testing.The Embassy may also request additional procedures according to the specific circumstances (such as the recovery time)of the person concerned.

 

7. Is there any time limit for health code application?

Most passengers make appointments for testing promptly, and apply for the health codes immediately after obtaining the test certificates. However, some passengers didn't apply for health codes until they arrived at the airport, which caused unnecessary inconvenience to health code review and check-in formalities. Some individuals had no enough time to correct the unqualified test certificates with the clinics. As a result, they had to adjust their itinerary and bear unnecessary economic losses or even got stranded.

Therefore, the Embassy would like to remind that passengers to China shall take the tests within the required time frame, keep eyes on the update of the test results, and carefully check the personal particulars and test results (the serology test result in particular, please note IgM antibody or Total antibody N protein shall be indicated in the testing for IgM serology antibody or serology antibody N protein, and Venous Blood Method shall be clearly indicated for blood sampling). After ensuring all details are correct, please upload the required documents to apply for the health codes promptly to avoid the last minute application. Meanwhile, passengers shall pay attention to the review progress. If the application is returned, please read the reason for return carefully, and upload the required documents accordingly.

 

8. According to the latest testing requirements, what testing do I need take and what documents to upload?

8.1 Requirements for nucleic acid and serology testing:

a. Those who have not been vaccinated with any vaccines and those who have been vaccinated with inactivated vaccines (Sinovac, Sinopharm, etc.): nucleic acid PCR and serology IgM testing.

b.Those who have been vaccinated with non-inactivated vaccines (Pfizer-BioNTech, Modena, etc.): nucleic acid PCR and serology total antibody N protein testing.

 

8.2 Vaccination certificate:

a.If you have been vaccinated with inactivated vaccines (Sinovac, Sinopharm, etc.), please upload the vaccination certificate (indicating the name of the person, vaccine brand and place of vaccination) and Letter of Commitment on COVID-19 Vaccination

b.If you have been vaccinated with non-inactivated vaccines, please upload vaccination certificate (verifiable QR code shall be shown on the certificate if you were vaccinated in Singapore).

 

8.3 Itinerary and residence permit:

a. Short-term visitors from Chinese Mainland to Singapore: ticket from Chinese Mainland to Singapore (including paid ticket, boarding pass or ticket order showing the passenger's personal particulars and flight information), return ticket order (including paid ticket or ticket order showing the passenger's personal particulars and flight information).

b. Long-term residents in Singapore: long-term pass or official documents to approve the cancellation of pass, and paid ticket or ticket order showing the passenger's personal particulars and flight information)

c. Disembarked Chinese seafarers: biodata page of seafarer passport and air ticket to China, including paid ticket or ticket order showing the passenger's personal particulars and flight information.
