With the rapid development of educational
collaborations between China and Singapore, we have seen
consistently increasing numbers of Chinese students coming
to Singapore to study. Though many local schools
have provided good service and quality academic programme,
there had been instances of Chinese students facing
difficulties arising from substandard programme and managed
schools, to the extent that they had to abandon their
studies and return to China.
To regulate
channels for overseas study and to protect the welfare of
its people, the Chinese government had classified
Overseas Study Recruitment Services as a trade
requiring licensing to operate and have approved the
operation of 270 such agencies within China. The Ministry of
Education of China (China MOE) has also set up The
Inspectorate of Overseas Education to monitor these
agencies. Hereinafter, all Singapore schools wishing to
recruit Students in China must do so through these licensed
agencies and to display an Accreditation Certificate as
issued by the China Embassy in Singapore.
To
safeguard healthy educational collaborations, the Education
Office of China Embassy in Singapore (Education Office)
shall conduct evaluation and accreditation for all Singapore
institutions that recruit student in China, with effect from
1 June 2003 to 31 Dec. 2003. To ensure efficacy and
impartiality, the Education Office has appointed
Singapore-registered ChinaMOE International Pte Ltd
(ChinaMOE International ) to provide services in
documentation collation, consultancy and preliminary
evaluation, etc. The Education Office shall base the
decision on whether to issue the accreditation certification
or not on the preliminary evaluation by ChinaMOE
International.
When evaluation is completed, a
list of accredited institutions shall be circulated to
licensed recruitment agencies in China and accredited ones
in Singapore. This list will also be submitted to China MOE,
Singapore MOE, Singapore Immigration & Checkpoint
Authority and Singapore Embassy in Beijing. It will also be
published on the websites of China MOE and China Embassy in
Singapore. The evaluating agency shall also issue
ad-hoc publications to introduce Singapore education and
Singapore schools to the public in
China.
School that meet the following criteria
are eligible for the application of
accreditation:
1. Registered with Singapore
MOE, 2. Have been in operation for more than 2
years, 3. Recruit mainly post-secondary Chinese
students, 4. Have Singapore Immigration &
Checkpoint Authority approval to enroll foreign
students, 5. Students population of more than
100.
Those school that had previously received
such accreditation need to reapply as well under the new
