Notice on the Relevant Matters Regarding Nucleic Acid and IgM Anti-Body Tests for Passengers to China

In accordance with the requirements of Chinese Government and the local conditions of Singapore, the latest requirements for passengers flying from Singapore to China with the negative certificates of nucleic acid and IgM antibody tests are hereby notified by the Chinese Embassy as follows. Relevant passengers are kindly advised to read and follow the requirements accordingly.

1. No approval from the Singapore authorities is required for nucleic acid tests

In line with the announcement of the MOH and MOM of Singapore, from 1 December 2020, any company or individual, including passengers flying to China who requires a PCR test will be able to procure such services from approved medical testing providers and no longer be required to seek approval from the government. Please refer to the following list of relevant institutions approved by the government of Singapore (please note that certificates from the testing institutions which are not on the list will not be accepted by the Chinese Embassy):

2.Letter of Assistance for PCR Test is not required for travelers under China-Singapore Fast Lane Arrangement

In accordance with the latest policy of the nucleic acid testing and upon consultation with relevant government departments of Singapore, from 1 December 2020, the Chinese Embassy will no longer issue the Letter of Assistance for PCR test to traveller under the China-Singapore Fast Lane arrangement. Relevant passengers will be able to procure such services from the medical and testing institutions approved by the relevant government of Singapore.

3.Add relevant content of declaration in the application system for health code, and relevant passengers must apply for QR Code before boarding

In the near future, the system of applying for green health code or the green QR code of the health declaration form will be upgraded by adding such statements as been infected with COVID-19, the close contact with COVID-19 patients, the positive result for nucleic acid and IgM anti-body tests. As from today, passengers, who have been diagnosed with COVID-19, tested positive for nucleic acid and IgM anti-body tests, in close contact with COVID-19 confirmed cases or asymptomatic carriers, must apply for the green health code or the green QR code of the health declaration form for boarding. The Chinese Embassy will update Declaration Form for Direct Flight Passengers to China accordingly, and passengers who do not meet the requirements will not be allowed to board the plane.

4.The test certificates must be presented with the signature of doctors or the seal of medical institutions

To enhance anti-fraudulent features of the test certificates, as from today, no matter whether passengers applying for the green QR codes or directly boarding the plane with the standardized negative certificates, they must present the certificates of the nucleic acid and IgM anti-body tests with the signature of doctors or the seal of medical institutions(except for laboratory reports).For certificates without signature or seal, the laboratory reports must be presented to apply for the green health code or the green health declaration code.

The Chinese Embassy hereby kindly remind passengers from Singapore to China to make appointments for testing in accordance with your schedule. After obtaining the test certificates, passengers should check the details and format of the certificates, and promptly submit the application for the green health code or green health declaration code (it may take up to 12 hours to complete the approval). To avoid the delay of your trip or incurred legal liabilities, passengers must make truthful statements while applying for the green health code or green health declaration code or filling in the Declaration Form for Direct Flight Passengers to China.
